Generally, when you dial "1" before making a call within your local phone company's service area, even if the area code is the same as yours, you are making an in-state toll call. These calls are usually carried by your local phone company at their high basic rates. In many states, in-state toll for the local phone company can be more expensive than long-distance rates!
